Understanding the NDIS
What the NDIS means for you
The National Disability Insurance Scheme, or NDIS, provides funding to Australians with permanent and significant disability so they can access the supports and services they need to live more independently and achieve their goals..
When you become an NDIS participant, you have choice and control over your goals, the supports you use and how your plan is put into action.
Once your application is approved, you can decide whether to self-manage your funding, access a plan manager, or choose to be NDIA-managed (also known as agency-managed). More than 70% of participants choose plan management for their NDIS funding because plan management gives you the freedom of self-management without the admin.

Before you begin your application, it is important to check that you meet the NDIS eligibility requirements. You may be able to apply if you:
- are under 65 years old
- live in Australia and hold Australian citizenship, a permanent visa, or a protected Special Category visa
- have a permanent or significant disability that affects your everyday activities
- need ongoing support to improve your independence or participation in the community.
Step 1 – Check your eligibility
The first step in the NDIS application process is to confirm that you meet the access requirements. What you can do:

If you are applying on behalf of a child under the age of 9, the Early Childhood Early Intervention (ECEI) pathway can help speed up the process.
Step 2 – Gather supporting information
Once you’ve checked you meet the basic criteria start collecting your supporting documents. This includes proof of age and residency (e.g., passport, visa), medical or therapy reports that detail your disability or need for early intervention, and any assessments showing impact on your daily life.

Step 3 – Complete the access request form
Download the official Access Request Form and complete Section 1 yourself. If required, have your treating professional complete Section 2. Attach all your supporting documents.

Step 4 – Submit your application
You can submit your completed form and evidence by email, post or in person. You can also call 1800 800 110 and ask for help:

- Visit: your local NDIS or Early Childhood Partner office
After you submit your form and evidence, you should receive confirmation your application has been received. The form will be shared with your local NDIS partner who will contact you.
Step 5 – Wait for access approval
The NDIA aims to decide within 21 days after they receive all the information they need. It may take a little longer, especially for more complex applications.
- If your request is approved, your NDIS journey can begin.
- If your request is not approved, you’ll receive a letter explaining why. You can ask for an internal review if you disagree.
Step 6 – Your first plan meeting and approval of plan
Once your access is approved, you’ll be invited to a planning meeting. This is a relaxed chat about your goals, what’s working for you, and what extra help might make things easier. You can have a family member, friend, or support person with you if you like.
Don’t forget to tell your planner your plan management preference at the meeting. You can ask the planner to endorse your chosen plan manager that day, so you can start using your funds as soon as your plan is approved!
After the meeting, the NDIA will finalise and approve your plan. You’ll receive a copy showing your goals, funded supports, plan dates and information.

Once your application is approved, the NDIA works with you to create your first plan. You can choose from 3 management options: self-managed, plan-managed, or NDIA-managed.
